Act 1884 which provides that a prisoner when discharged at the
expiration of his sentence shall be entitled to be sent free of
cost to the British Possession from which he was removed: but
whether this is so or not, it is obvious that the Hongkong
Government would rather not be burdened with our criminals after
their release. From the point of view, however, of His Majesty's
service generally the question seams to be ought a time-
-sxpired pauper convict to be encouraged by getting a passage at
the public expense to return to a Chinese Port where His
Majesty's Courts and Consuls have not the means of dealing with
habitual criminals and where such persons are likely to
endanger our relations with the Chinese Government and people ?
In three recent cases where natives of
India were convicted of rape and sodomy this Court has added
to heavy sentences of imprisonment that if the convict returns
to China or Corea he shall be required to give security or be
deported. When the time comes the Hongkong Police might be able
to arrange with these men that they should return direct to
India instead of sending them to Shanghai to be deported
hence at much greater expense to the Government. It seems to me
